Russia may be big and emerging, but it still seems locked in the communist era when it comes to credit cards and bank accounts.Suspicious of credit card fraud, more than 90% of Russians use cash to pay bills and make purchases. And less than half of Russians over age 15 have bank accounts.Enter Qiwi, the largest operator of nonbank self-service payment kiosks in Russia. Account holders deposit cash into the kiosks to store value and choose screen options to pay bills or top off mobile-phone minutes.More than 165,000 Qiwi-branded kiosks and terminals operate across Russia and other former Soviet Republic states.
But that's just the basic business. Qiwi also offers Visa (V)-branded virtual wallets to make it easy for customers to pay bills and make purchases using their cellphones in the small but growing e-commerce market.Unlike credit cards, mobile-phone penetration in Russia is high, with more than 235 million cellphones in use, apply for China visa in houston or about 1.65 per capita. In a country where consumers distrust credit cards, "It's the more interesting part of the business," said analyst David Koning of Robert W. Baird, referring to Qiwi's digital wallet."Consumers can make payments to thousands of places using their cellphones without ever having to have a credit card," he said.Since Visa Qiwi Wallet allows consumers to load an electronic wallet and later make e-payments, it essentially acts as a prepaid debit account, Koning points out.
Qiwi rolled out a digital wallet in 2008, a year after the company was formed. It forged an alliance with Visa in November.Visa Qiwi Wallet can't be used at physical stores' checkouts, but Koning says that might happen eventually, "which may be why Visa is participating."Koning says Visa Qiwi Wallet is similar to eBay's PayPal in that customers enter their mobile phone numbers and passwords to make purchases or pay bills. The wallet can be funded using a Qiwi kiosk, bank account, credit or debit card or money transfer."Russia is still in its early development of moving towards electronic payments," Koning said.Still, Qiwi says that more than China Student Visa application form accept payments over its network and that more than 60 million consumers use the network at least once a month.Third-party agents actually buy, run and service the kiosks while Qiwi operates the network that connects the kiosks to the merchants and bill collectors, the latter of which include utilities and banks. That business model limits capital outlays as the firm expands its network.

Court kicks back college quotas case
The Supreme Court on Monday kicked back a university affirmative action case to a lower court and took cases for the next term dealing with buffer zones for protests at abortion clinics and whether the children of immigrants lose their place in line for visas when they turn 21.Remaining cases to be announced include the two dealing with same-sex marriage: one challenging the federal Defense of Marriage Act, which defines marriage as only between one man and one woman, and the other challenging California's Proposition 8, a ballot initiative approved by voters in 2008 to ban same-sex marriage.
As the court's term draws to a close in the final week of June, the ruling in Fisher v. University of Texas-Austin cleared from the court's docket the case that had been on their "to-come" list the longest. The court heard oral arguments in October in the case over whether Amy Fisher, who is white, was unfairly denied enrollment at the university because of race-based admissions criteria. In a 7-1 ruling written by Justice Anthony Kennedy, the court sent the case back to the 5th U.S. Circuit Court of Appeals to reconsider it under an exacting standard of strict scrutiny to two previous Supreme Court rulings dealing with the Equal Protection clause of the Constitution.Justice Elena Kagan did not participate in the case, possibly because it dealt with decisions handled during her service at the Justice Department prior to her appointment to the Supreme Court. Justice Ruth Bader Ginsburg dissented, saying she would have let the 5th Circuit ruling -- which upheld the university's admissions policy -- stand.
Among 10 cases the court announced it has accepted for the term that begins Oct. 7 is one challenging the constitutionality of a Massachusetts law barring people from within a 35-foot "buffer zone" of abortion clinic entrances, exits and driveways for the purpose of speaking about opposition to abortion. The 1st U.S. Circuit Court Court of Appeals upheld the law as protecting patients and clinic employees "without offending the First Amendment rights of others." The case is McCullen v. Coakley. The immigration case added to the docket, Mayorkas v. Cuellar de Osorio, deals with the problem of the decades-long wait for many categories of immigration applications to be considered.

Underpaid Chinese chef court case highlights 457 visa abuse
That same year, the Judiciary Committee said that losing models “can have a negative effect on the U.S. economy." It's not hard to see why. According to the Brookings Institution, in New York City, one in 20 workers is tied to the fashion industry, which generates nearly $10 billion in wages. Fashion Week, which is held semi-annually in Manhattan, generated an economic impact of $865 million in 2012.When it comes to salaries, fashion models have a wide range in pay. The foreign-born supermodel Gisele Bündchen, who ranked eighth in Forbes 2012 “Entertainment's Highest-Paid Women" list, earned $45 million. For other foreign-born models, the pay is quite a bit less, but still good – they earn an average salary of $161,000. The salary is much lower for American fashion models. According to one runway model, she earns from $800 to $1,000 per show with international mass brands. Boston University sociologist, author, and former model Ashley Mears conveyed that the average U.S model earned $27,330 in 2009.
So, how do “techies" compare on the salary scale with fashion models application for China visa in houston? Looking at the bigger picture, H-1B visa holders are paid more than U.S. native-born workers with a bachelor's degree. According to the Bureau of Labor Statistics, in 2011, the median salary for Web developers was $77,990. In spite of reports of downsizing, such as IBM's recent announcement that they laid off 1,300 U.S. employees as part of their global restructuring plan, the strong demand for workers with specialized technical skills is driving up salaries. One Web developer described his job offer this way: “…these were the terms: $120,000 in salary, a $10,000 signing bonus, stock options…there has never been a better time to do what I do."
A Pakistani tourism manager allegedly confined in the company's premises a visitor to the UAE to whom he had issued a visit visa and who had failed to leave the country or amend his status before his visa expired.MTR had entered the UAE on a visit visa without the knowledge of the tourist company. He overstayed the visa period and did not amend his status for which AIH, 57,China Student Visa application the company manager, had to pay a hefty fine. However, when the manager succeeded in locating the visitor in Al Aweer, he went and talked to him and the two agreed that the visitor should stay in the company's premises a solution to the problem is found.“We headed to the company where we talked. Then I left him in the company's premises and locked the door," the manager admitted.

Paradise Lost Facing Expats in Cayman Work Visa Crackdown
"To the Deputy Leader of the Opposition's question I actually think the parliament is better than this, than stupid things about political staff for the government," Ms Gillard said."What we believe in is putting the jobs of Australians first, all this has proved is the vacuousness of the Opposition and their lack of policies."Ms Bishop had asked: "Given her communications director holds a 457 visa what steps did she take to ensure there was no Australian qualified to undertake that role?"Did she study labour market research trends and gain expressions of support from public authorities before his appointment?"Jennifer Smith was so taken by the mix of white sand, blue waters and modern offices when her cruise ship called at the Cayman Islands that the New Jersey accountant found a job and moved to what she calls paradise.
“We still have regulatory deadlines and long hours, but if I need a break, our office is right across from the beach," said Smith, 29, who has worked the past three years at financial services company BDO Cayman Islands, and has no plans to leave. “It's hard to imagine going anywhere else."Yet foreign workers face that prospect and new arrivals could find it tougher to make the island their home as restrictions tighten. With unemployment among local citizens exceeding 10 percent, the offshore financial center is reining in the number of staff that funds, accounting firms, construction companies and hotels hire from abroad. Limits on expatriates, who make up half the island's 39,000 workforce, will ensure more jobs for Caymanians, said Eric Bush, the nation's chief immigration officer. Both have renewed their initial two-year visas and hope to stay as long as possible, at least for the seven years currently allowed and longer if allowed.
“We'll always need a certain level of foreign labor, but it's about finding that right balance," Bush said in a phone interview. “We're a small nation that cannot have an influx of individuals who may turn out to be a burden."About 2,000 foreigners face expulsion in October when their work visas expire. Premier Alden McLaughlin, who took office last month, has made it “quite clear" to his immigration department that he wants to find a way to keep them while still reducing unemployment for Caymanians, Bush said. The island also wants to remain hospitable to its offshore finance industry.“There's a worry that people will have to leave," said Joanna Boxall, who runs a website for expatriates working on the island, caymannewresident.. “Accountants and lawyers have bought houses, they have roots here," she said. “Law firms are booming, banks are doing well, and they still need experts."As long as she has an accounting job at BDO, Smith said it's “only a matter of time" before she and her husband probably buy a home on the Caymans and settle in. He moved with her from Jackson, New Jersey, and also has a job in accounting.

Don't exploit visa-free Japan
The Japanese government on Tuesday
approved a measure to lift visas for tourists from Thailand and Malaysia
to boost the tourism sector. The step will be implemented this summer
but the launch date has not been announced. Summer in Japan runs from
this month to August. The minister said he was afraid that Japan might
revert to a visa fee for Thais if they overstay in Japan, now one of the
most popular destinations for tourists from Thailand.I was refused a
visa for “not demonstrating strong ties outside the United States." What
does that mean?
According to section 214(b) of the U.S. Immigration and Nationality Act (INA), “every alien … shall be presumed to be an intending immigrant until he/she establishes to the satisfaction of the consular officer, at the time of application for admission… that he/she is entitled to a nonimmigrant status."Applicants must satisfy the consular officer that they intend to visit the United States, that their intended activities in the United States are lawful, and that they intend to depart the United States after a short visit. One way to do this is for applicants to show they have possessions, jobs, and family relationships outside the United States that they will not abandon. This requirement is the same for applicants all over the world.
How can I demonstrate strong ties if I'm young and single, or older and retired?During the visa interview, Consular Officers look at each application individually and consider professional, social, cultural, and other factors. In cases of younger applicants who may not have had an opportunity to form many ties, or older applicants who may have fewer ties than when they were working, consular officers may look at the applicant's specific intentions, family situations, and long-range plans and prospects within his or her country of residence. My family member was given a tourist visa, but I was denied. How is that possible?Visa applicants must qualify according to their own circumstances, not on the basis of anyone else's circumstances. Each case is examined individually and is accorded every consideration under the law.

Foreign Service officer charged in Vietnam visa fraud case
Foreign Service officer has been charged in a visa fraud conspiracy in which Vietnamese citizens paid between $20,000 and $70,000 per visa, according to court documents.Michael Todd Sestak, 41, appeared in federal court in Washington Tuesday and will remain in jail pending further court proceedings. He is charged wtih conspiracy to commit bribery and visa fraud.Sestak was visa chief at the U.S. Consulate in Ho Chi Minh City and allegedly started to approve Belgium opens first visa application centre in Ahmedabad for a fee beginning in March 2012. Sestak allegedly worked with co-conspirators who advertised visas for people who were unable to get them on their own or had been turned down. They also encouraged people to enter the United States on tourist visas, overstay the visas and remain in the U.S., according to prosecutors.
Sestak allegedly received several million dollars in bribes for approving visas he knew were based on fraudulent information. According to a court affidavit, he moved his money out of Vietnam using money launderers and off-shore banks, and then bought real estate in Phuket and Bangkok, Thailand. In July 2012 the U.S. Consulate received a letter from a confidential source saying there was a visa conspiracy going on. The tipster said from late May until early July 2012 some 50 to 70 people from one Vietnamese village had obtained visas in the scheme. Prosecutors said ultimately hundreds of bad visas were granted.Sestak was arrested in California on May 13. Two women also have been charged in the alleged conspiracy and are in custody in the United States. They are Hong Vo, a 27-year old American citizen, and Truc Tranh Huynh, a 29-year old Vietnamese citizen.
The State Department, which controls the Foreign Service, had no comment on the Sestak case. CNN's message to Sestak's lawyer was not immediately returned. The agreements with mobile point-of-sale providers iZettle, SumUp and Swiff will see them become part of the Visa Ready Program. The companies' mobile systems will be tested so that they can be approved for use with Visa payments. These wireless payment systems will make it easier for businesses to ditch traditional cash registers. They can also allow merchants on the go - such as those at flea markets and farm stands - to accept credit cards.

Of the 26 European Union (EU) countries, 16 have outsourced visa application services to VFS. And, out of the 16, VFS has already started services for Belgium, Austria, Greece, Italy, Spain and Switzerland.
“Now, we hope to see the launch of services for the remaining 10 in the near future. For the citizens of Ahmedabad, visiting EU countries has become easier as their visa application centres have been opened here," said Vishal Jairath, regional head, South Asia, VFS Global. The application centre would remain open between 8 am and 4.30 pm from Monday to Friday.Karl van den Bossche, the consul-general of Belgium in Mumbai, inaugurated the new centre on Ashram Road. During the launch, Bossche said of the total number of applications received from western and southern India by the Belgian consulate, 15 per cent were from Gujarat. “In 2012, we received 34,000 applications from western and southern part of India, including 5,000 from Gujarat alone," he added.
At present, the trade between India and Belgium is around 13 billion euros around Rs95,500 crore. “In fact, a few thousand Gujaratis have made Belgium, Antwerp, to be specific, their home," said Bossche. When asked about the ties between Belgium and chief minister Narendra Modi, Bossche said Belgium was willing to interact with him. Come November, a business delegation, led by Prince Philippe, the crown prince of Belgium, would be visiting New Delhi, Mumbai and Chennai. If companies have more than 15 percent of their U.S.-based workforce on those visas, according to a draft bill now before the Senate, then workers on those visas won't be allowed to work for clients in the States, Infosys Chief Financial Officer Rajiv Bansal said at a recent conference organized by Sanford C.
